Well, if work isn't done yet, whether below you or above you at the hierarchy there could be only two reasons.
- It is pending with you! This has sub-branches of multiple causes.
- You're stuck without having your inputs from your predecessor (external dependency).
There can be no reasons beyond this. If its pending with you, you must be able to tell the time by when you can complete the work or reasons that is stopping you from doing it eg, you may be stuck doing something else.
If the reason isn't you, and you're dependent on an input feed that you need in order to progress, Keep Stakeholders Informed as to what's stopping you from progressing and how long it could take you from the time the dependency is extinguished.
